Job Description
Master’s degree in Urban Planning /Town Planning/ City & Regional Planning, Housing or Architecture from a reputable HEC recognized university
Minimum 8 years of relevant experience in housing-related projects in the public and/or private sectors Additional experience in green and sustainable building design and urban planning will be preferred.
Job Responsibilities
- Assist in the province wide housing assessment and formulation of Housing policy.
- Identify household barriers in home acquisition and factors behind overcrowding, homelessness, and inability of the housing sector to deliver standard housing units as per demand
- Assess the housing demand and supply, affordability gaps and their spatial distribution.
- Map the ecosystem that drives the housing market including market for affordable/low-cost housing
- Identify the critical bottlenecks in the housing value chain
- Recommend administrative, institutional, and regulatory reforms to enable the market to deliver the affordable housing solution.
- Suggest requisite revisions to the APHS and JV rules and regulations for greater transparency and market-responsiveness and incentivizing more Tier-1 units
- Establish eligibility criteria and processes to screen beneficiaries for APHS, JV schemes, and alternative housing solutions
- Assist in preparing the technical evaluation criteria and standard legal agreements for APHS schemes
- Ensure timely processing of APHS schemes as per rules and regulations.
- Liaison with architecture firms for the development of green, low-cost housing protypes, and development of site layout schemes
- Monitor execution of all housing schemes and projects ensuring timely delivery and adherence to design standards including green building standards.
- Analyze the offtake of completed housing units and identify factors behind it in relation to the local housing market dynamics.
- Oversee and execute tasks related to all housing relevant components
- Assist in finalizing and enacting the Condominium Act, developing, and enacting the Real Estate Regulatory Act.
- Assist in preparing affordable Housing Policy for Punjab
- Assist in achieving the set targets and DLIs through active contributions in the PAHP implementation relevant to Housing.
- Preparation of training and capacity building modules for PHATA Employees.
