Senior Specialist Procurement
Job Description
  • Master’s or higher degree in Procurements and Contract Management / Engineering / Business Administration / Finance / Law / Accounts or a related field from a reputable HEC recognized university. Higher degrees will be preferred. Additional professional certifications in procurement, supply chain management and contract management will be preferred.
  • Minimum 12 years of relevant experience in procurement, supply chain management or contract management in the public or private sector. Relevant experience in public sector and/or donor-funded programs and projects will be desirable.
Job Responsibilities
  • To ensure transparency, economy and efficiency in procurements by Program Management Implementation Unit
  • To uphold the highest level of integrity and financial transparency avoiding all perceived conflicts of interest
  • To ensure compliance / adherence to applicable procurement regulations / guidelines / procedures in letter and spirit.
  • Assessment and review of procurement needs of PHATA / PMIU
  • To review and prepare procurement documents, evaluation reports, draft TORs (where required), Expression of Interest (EoIs), Request for Proposals (RFPs), Contract documents and Procurement Plans / Schedules
  • To assist in negotiating and finalizing the contracts and agreements with consultants / vendors / suppliers / service providers to secure favorable terms
  • To assist PHATA / PMIU in identification and mitigation of procurement related risks
  • To monitor contracts issued and follow up as necessary to ensure compliance of terms and conditions
  • To recommend corrective measures in case of any contract violations by the parties
  • To guide PHATA / PMIU for keeping an updated record of procurements
  • To advise PHATA / PMIU on any other related technical activity that may emerge during the currency of the contract
  • To support PHATA in implementation of standard operating procedures (SOPs) / procurement manuals.
  • To assist in the procurement under the PforR Component
  • Any other task assigned by the Program Management
